um just get a background, make a new layer, and put text with all sorts of effects on it
theres also things that are text with predefined looks and stuff i think they are called actions? fuck i dunno :P |

umm...
open the simpsons image in photoshop.
Press ctrl+a to select all of the picture. Press ctrl+c to copy it.
Then, in your sig image, create a new layer (you find out how), select this new layer, and press ctrl+v to paste it.
